Any advice on troubleshooting this error? I'm using Hexchat on Win 10.

This could mean any number of things. I've seen this before when
someone has been banned but trying to reconnect on an SSL port. Does
the network you're on have any plain-text ports available? Try
connecting to one and see if you get any error.
