Hi, a dopey insignificant hobby sysadmin here. I'm running a small-
scale, single server IRC. I've noticed that the minimum requirements
for being listed on netsplit aren't fullfilled. Do you know of any
other reasonable methods to increase the degree of popularity of the
IRC?

It's virtually impossible without a homogeneous group of people who
have a need for chatting together as it is...a club, a group of gamers
playing the same game...generally that's how newer servers/networks
grow if they aren't affiliated with a larger org. Someone will set up
a server for his 10 friends who all do whateverhobby with him, and
then it inches up from there. Very hard to start a new standalone
server ...but, best of luck. IRC is fun and setting up a hobby server
is a great learning opportunity.
