Download speed drops

Often it happens that when I start to download a file initially it
happens with a download speed about 2000 KB/s, but after few seconds
it drops to 100 or 200 KB. Why? Can I fix that?

Do you mean when using DCC? I don't have much experience with DCC, but
it might be that the transfer starts over UDP, the connection is
interrupted, and then the transfer continues over TCP. IIRC a similar
thing happens with TeamViewer file transfers... You might be able to
verify this by monitoring your traffic with something like Wireshark.

It might also just be that either on your side or the other side,
there's some burst speeding at work (some isps have this).

There are a bunch of variables here like, who else is using the
internet in your house,  is their upload speed actually that much or
is it just the first few seconds as your computer starts to download
it and if they are capable  of that sort of upload how many users are
they transferring to at that moment. It's been ysince I dow loaded
anything from IRC but these were what I remember being limiting
factors.
