And the only reason it was updated was probably so it didn't get deleted because Apple said they'd be removing any apps that's aren't being updated for new devices. Also, it's a free app so there's why the dev doesn't care. It's that there's so many nice new apis that really don't have a fallback for older iOS. My IRC client supports iOS 9+ but another app I'm working on is iOS 13+. It is what it is.
