Can't connect to irc network

Hello everyone, I'm using hexchat on windows 10 trying to connect to
[irc.anonops.com/6697](https://irc.anonops.com/6697) but I keep
getting this error: \* Connecting to irc.anonops.com
(2001:41d0:601:2000::52c:6697)
\* Connection failed (SSL handshake timed out)

 Both Use SSL for all the servers on this network and Accept invalid
SSL certificates are ticked, so I don't know what else could be wrong
with those settings, what do I have to do to connect successfully?

Try putting “+” before the port: +6697

Doesn’t do anything I’m still getting Connection failed (SSL
handshake timed out)?
