if it doesnt exist the server will create it and make you the operator


if it does exist you will join and not get op


/msg chanserv register #name


to make it your own


then send a help command to chanserv to learn what you can do

that's if you're on a network with chanserv but agreed.

Well if there is no chanserv, like of Efnet, you just start the
channel and that's it, and hope nobody will try stealing it from you.

If you're on a network without normal services you should probably
/QUIT and find one that does.
