There are android clients that support ctcp. Dont ask me which, it was
ages ago.

Simply put, a CTCP request is merely a PRIVMSG surrounding a 0x01
character. The reply is constructed the same way, but as a NOTICE.
IRCCloud and AndroIRC both support it, and most likely other clients
as well.
