InspIRCd, Windows not launching.

Hello, I have been trying to setup an IRC server with InspIRCd. After
downloading and installing the latest version, when I click the EXE it
shows up in my Taskbar for a split second then crashes. Anyone know
how to fix this?

P.S:
I am using Windows 10, 1809.

InspIRCd is a command line application. You need to start it from a
terminal to see the reason why it is exiting.

I'm guessing that you haven't actually configured it.

How do I launch in Command Prompt? Is this correct?
1, cd _folder location_
2, start _program.exe_

Nothing shows up in the cmd line. Same thing.
