Is it ok to run an IRC server and bouncer on the same machine, as
different non-root users? If yes, should I connect the bouncer to the
server through an external IP or is internal fine?

I would say it defeats the purpose, but of course it would work you
can just point it to your client to the znc server port on
[127.0.0.1](https://127.0.0.1) : )
