I tried downloading IRC and its asking for a 20 dollar one time fee, I
have a feeling that may be fraud and I am in the wrong place, so is
this true or if not, where do i get IRC from?

There are other decent free clients for Windows such as AdiIRC (with
partial mIRC script compatibility) and Hexchat.

IRC is a chat network. You don't "download" IRC. You have to use an
IRC client program to access the network. What program are you trying
to download?

There are multiple IRC clients/programs.  Many of them.

Some charge.

Most don't.

There is no compelling reason to use one that charges.

What system do you want to run your IRC client on?  We can recommend a
free one.

If you are running Windows and are new to IRC, just use this:

https://hexchat.github.io/

If you [used this](http://xchat.org/windows/), there is no reason to
use that.

I use irssi to connect to irc. It's an open-source terminal based
client. I run it in screen on my server. That way I stay connected
24/7.
