ZNC admins, meet zConf eggdrop bot script

I've gotten back into active dev of one of my GitHub projects, and
have started on zConf again. If you run a znc for others, and are
looking for a way to manage it without leaving the irc window, maybe
zConf is for you! It doesn't do a ton currently, but it's back in dev
status. :)

i cant seem to get this tcl to load for some reason... i get

Check to make sure zconf.tcl (and the settings file) are in <not
folder>/scripts/zconf/
Also make sure your not using the settings file as an include in the
main bot configuration.

in the eggdrop conf i got...

source scripts/zconf/zconf.tcl
source scripts/zconf/zdb.tcl

yea, my edited config file is zconf-settings.tcl like the readme says
