I'm using ircd-hybrid server, and every time I connect to it, I see
somebody in the channel with +o mode, after talking to him, he said he
was the first, who joined the channel. How can I fix this "auto random
channel op"?

This is standard behavior for IRC. When someone creates a channel - by
being the first person to join it - it becomes theirs, so they are set
+o. I'm not sure whether it's possible to disable this behavior on
ircd-hybrid.

You could fix this glaring serious security hole by putting

flags = 0;
