Guess not. I don't know.

Most IRC networks offer webchats that will probably be better than
that.

In my experience CIRC has been solid, but these 2 commands don't
appear to work. More of a nuisance than anything.

If they don't work it's simply because they are not implemented.

Web apps like IRCCloud or Lounge. Or enable Linux support and run full
desktop clients.
