I'm looking for an IRC program that runs on android and windows - It's
intended for use in my family, I figured it'd be nice to announce
things like dinner and to share things without having to walk over and
hold a phone up to their face.

Is IRC really what you want for this? It sounds like for a family
scenario you might be better off using something like Telegram or
Discord which is easier to set up and configure. Both have apps for
Windows, Android and a ton of other platforms.

I'm not worried about set up, I'm just trying to find something simple
