I'm relatively new to irc and one has to wonder, how do you make
friends with people around??

Users rarely reply and are often afk. Or this that the irc age we live
in?

Depends on the channel and network. Some networks and channels are a
dead zone while others are extremely active.

Just find a channel that interests you, join it and just start
chatting with the others.

What network most often has active users?

Abjects has users that talk in some channels. Freenet I think it is as
well.
