It can run in the background as a Windows service and I don't think theres any functionality that doesn't work on Windows. We also have some modules like m_autoop that might be of interest to you for if you're running a small server as they make it so you don't have to run services (although you might want to do that if you expand). Ignore people telling you to not run an IRC server on Windows. I run it with administrator, but running a service might be restricted. So we you have a non-service based one please?
