What do you mean by `full dark mode`? Have you considered a portable
install of hexchat?

Funny you mention hex chat that's actually what I've got & the reason
I'm looking for an alternative..

Full dark mode as in all black.. not just some of it :-(

Black with say green or white text..

Kinda any sort of traditional dark or night mode a lot of modern apps
& sites are getting these days..

Emacs has a dark theme included by default (but not enabled) and 2 irc
clients included by default :P

well so I've tried HexChat & KVIrc but neither of them are completely
black.

Some of the window still has white portions >.<

You can customize hexchat with gtk themes. Go to their channel and ask
around if you don't know how to.

It runs in command prompt install it into cygwin on a flash drive.

With emacs, it's definetly possible to configure it to remove all the
white bits, but it does take quite a bit of configuration to get it
exactly how you want. For example, I found this screenshot:
