Well an automated response like that is almost always found in bots
and not so commonly found in a human's IRC client, but that can still
be done depending on what you use.

What IRC client do you use? That'll determine how easy it is to
accomplish or if it's possible at all.

HexChat. I've gotten the sending part down, now it's just about
finding a way to read incoming channel messages and searching for
specific text.
