IRC Paired setup help for phone and desktop

I have an Android phone and a windows 7 desktop. Is there a way to
have my desktop sitting on IRC and monitoring it from my phone? My
phone doesn't have constant connectivity (I move to out of service
areas somewhat frequently) and I would like to be able to resync with
the consistently connected PC that I have.

Look at IRC bouncers. I have a ZNC server on a VPS that I connect to
from various clients throughout the day. It replays a backlog of the
channels on each connect and keeps timestamps as well.

There's a software called Quassel that does what you describe, but
development has been slow on that one, but it something else to
consider.
