So I have the server setup and installed and can connect to it with no
issues and such. My only issue is If noone is connected, the first
person to connect Seems to take over as Admin/Oper or whatever it's
called. I don't know if they really are but it just seems that way
since they are the only people with the [Green
Circle](https://i.imgur.com/Mhzx4sN.png) next to their name(I'm using
HexChat as my client). So are they Admin/Oper or is it showing that
green circle for another reason? I know i can login with the **/oper
(name) (password)** command and make myself one but the little green
circle next to their name is still there.

The green circle means they are an op in a channel.

When you join an empty channel, since you are the first one, you
automatically get op status.

*Edit: Just to clarify, I meant they get channel op status, not IRC
operator/admin/oper status.*

If you install a services package such as
[Anope](https://www.anope.org) you can use ChanServ to register the
channel to you and it won't op anyone else unless you give them
access.

IRC features and implementations can vary quite a bit based on the
IRCd you use (in your case, UnrealIRCd), here is some further reading
