So I was trying to install HexChat for windows and at the very last
part of instillation, this popped up and I have no clue what I did
wrong. I did change where it installs to my desktop if that matters.

That's a very high level part of the registry to be creating that in.

You need to be an admin to create registry entries at that level so
yeah, run the installer as an administrator as others have said, but
really hexchat should create those entries at a user level.

So just to be clear, I'm using the family laptop and should be logged

Depends on your laptops setup, you may be able to just right click on
the installer and click "Run as administrator"
