Raspbian minimal. Need to play an alert when anyone posts

So I've set up a command line IRC client and I need to set it up so
that the raspberry pi plays a noise whenever anyone posts a message. I
know some clients allow you to play an alert sound, but I'm not sure
about doing this in a CLI environment.

You're asking to for detailed instructions when you aren't even
providing any details as to your hardware, what application your
running, or anything else. You aren't going to get any helpful replies
until you help people help you by providing more details 👍

Oh my. That would be vital information, wouldn't it? Sorry about that.

I'm running Irssi on a raspberry pi 2B running Rabspbian Stretch Lite.
Using Irssi is negotiable, but the hardware is not. If this client
doesn't have the capabilities that I need, I'd be perfectly willing to
switch to another one.
