Hexchat file xfer way slow

transfers so slow. just got hexchat. My network is 10-15 MB/sec but
whenever i open my download window in hexchat, it trickles in at 1.7
kb/s to zero. often i will open the transfer window and it will tease
me by saying it is downloading at 101 kb/s but the in drops down to
1.7 after 20 seconds. What is going on.

I triedsettings for toggling off the throttle, max bandwith per one
download, max bandwidth for global downloads. I set it to let hexchat
decide IP address on connect. I set ports 4990-5000 to hexchat in
hexchat and my router. I changed my file tansfer block size from 1024
to 32000 and i dont really know how to determine what it should be.

I just want my file transfers to go even 2 MB per sec.

Am i kidding myself here? can i get that?

If it's with the same peer, the answer is *probably not*. DCC only
relies on the IRC network for helping establish the connection,
otherwise it's all between your respective ISPs and the route between
the two machines.

Ok so do you have any suggestions on what I could do with it? Are
there modem or rate settings that I can adjust, enable, configure?
