Hard to say without context. Could be a bot, could be a legitimate
user joining many channels.

Also usually, if it is a bot, then that's just enough time for it to
do /names on the channel, and a few other things and then leave, just
because its not 'saying' anything, doesn't mean its not doing
something

One time I saw a situation where there was some drama and a group of
people split off to a new channel, and their paranoid leader would do
this to check if any of his members were 'spies', that is, still using
the old channel.
