Need a minimal and transparent IRC client to keep always on top - Any
advice?

I tried HexChat but I did not like it so I'm looking for a better
alternative. Do you know something that may work? The key features are
transparent style (no opacity settings with a colored background, full
transparent background!) and minimal design (disabled logs and
timestamps in chat window).

Forgot to mention I'm on Windows

Any of the major console clients, if your terminal emulator supports
transparency.

I had a windows app ages ago called Opacity that would let me change
opacity of any app's window. Worked great!

mIRC does transparency on desktop windows, not sure you like how
though. Play with the settings: Options -> Display - Options -
Windows... > Transparency... on the bottom.
