Have you tried others except snoonet? On Windows run cmd (either type
in start menu or WinKey+R and type cmd and hit enter), type "ping
irc.snoonet.org" without quotations and hit enter, what IP does that
resolve? Copy the whole output and paste here if you are unsure

Ya thats what I wanted to say too. The hostnames being directed to
localhost is a major red flag.

You have a Tor proxy configured but Tor is not running, remove the
proxy in settings. Maybe you connected to IRC using Tor in the past
and left the proxy configured there.
