Unable to resolve server unless through VPN?

Hi all, I recently started having issues connecting to an IRC server.
I would keep getting the "unable to resolve server" message.  At
first, I thought the server was down and didn't think much of it, but
then noticed it's been going for over a day.  I then noticed that if I
connect to my VPN first and then try to connect to the IRC server, it
seems to connect without issues.  I seem to be able to connect to
other IRC servers without any problems or needing to use a VPN.  Any
idea where the issue lies?  Is it my ISP somehow blocking that 1 IRC
server or did I somehow get banned (although if you are banned from an
IRC server does it say "unable to resolve server")?  Thanks in

Probably just some DNS issue, can try just using a different DNS
server rather than your ISPs default one, and there are numerous tools
to debug it depending on your OS.

Thanks for the info.  I'm using Windows 7 64-bit.  Any suggestions on
some tools that might be helpful for debugging?  Thanks again.
