I'd seriously not recommend reading RFC 1459 unless you want to be
driven insane. Its quite incomplete and many parts of it are either
ignored completely in modern implementations (e.g. SUMMON) or are
implemented differently (e.g. being able to invite channels without
being a channel operator is behind a mode gate on at least InspIRCd
and possibly others too).
