I am connected to abjects network with SSL, and getting this message
repeatedly. What does it mean exactly? ISP throttle? Thanks

That's a notice from the "iroffer" software, which is software that
sends files over DCC on request.  If you're not sending commands to a
bot to download files, then most likely someone else is and you're
randomly getting their messages. (Probably due to a nick change)

The notice is a server side (the iroffer server) configuration, which
only the server operator can adjust.
