Requires CPAN modules POE and POE::Component::IRC. You'll also need to
edit in whatever connection info you want.

    sudo cpan install POE
    sudo cpan install POE::Component::IRC

It may show in your status/server window instead. You could try
replacing the `ctcp $chan ACTION [...]` line with a `act $chan [...]`
but I'm not sure whether that would work.
