Any time I enter text on the Twitch IRC server, it feeds this back to
me in all channels. I just installed this to another machine with
exact same settings, didn't happen. Uninstalled / deleted all files
for Hexchat, installed it fresh and set it up again and it's doing it
once again. Anyone know what could cause this and how to stop it?

USERSTATE is only sent if you or a script requested it; The command to
request it is `/CAP REQ :twitch.tv/commands` and to remove it `/CAP
REQ :-twitch.tv/commands` *might* work (based on twitch's history they
might not support disabling it after request).
