There is a plugin called weechat-otr.  It is an end to end encryption
add-on for weechat.  It works great, I would highly recommend it.

I didn't realize that plugin was actively developed, or that OTR was
being used on IRC much at all. I have Bitlbee set up with OTR, so can
use OTR to chat over XMPP within weechat, but not IRC. I'll be
checking this out for sure.

Yup. I use it. It works perfectly. You can even inspect the traffic
using weechat's raw buffer (`/server raw`), or tcpdump, to see it in
action.
