Yes most stand alone chat clients can be configured to auth at start
up before they even join any rooms.
[Hexchat](https://hexchat.github.io/) can do that for sure, you can
even extend the join delay longer if you want through the preferences.

Other chat clients to look into: mIRC, AdiIRC.
