Is XDCC safe for downloading stuff? Can it be tracked like BitTorrent?

Everything can be tracked on the internet, always, no exceptions.

If you're just worried about a DMCA violation you're pretty safe. If
you're doing something more illegal you're not.

Not as easily.

To know the IPs of people downloading a torrent, you simply need to
ask the tracker what they are, with a normal bittorrent client.

To know the IPs of people downloading though XDCC you need to either:

* Request the IPs from the IRC server administrators, and hope they
will give them to you, if they even log them (unlikely)
* Request the IPs from the IRC bot owners, and hope they will give
them to you, if they even log them (even more unlikely)
* MITM your connection (illegal)

Sure, you can use a VPN with any internet traffic

Just normal things involving swashbuckling should be relatively safe
