mIRC regex help

Hi, I am trying to use regex to detect any ASCII Character not between
20-7E (space character to ~ character) - http://www.asciitable.com/

I am using the following

    ON *:TEXT:*:#:{
        if $regex($1-, /[^\x20-\x7E]*/Si) {
            echo -a Character detected
        }
    }

Except for the fact whenever I run a test against that using the N
with a tilde over it, it never detects. What am I doing wrong exactly?
