[Help] Streamer asked me to make custom bot

I'm a mod for a twitch cs:go streamer and he was having several
problems with bots staying in his channel. So, I decided to just to
make something quick and easy with irc. I found
http://pastebin.com/X540c8nQ this while searching. The only thing the
bot needs to be able to do is let other mods in the channel #add,
#edit and #delete commands at anytime. It worked before for a little
bit but I'm not sure why its not working now. All the files are in my
Roaming\mIRC in the CMDS folder. Any help would be appreciated. I've
been googling/watching youtube videos like crazy.

I messaged someone on twitter and they said "Well I noticed the else
bracket at the very bottom is cut off from the rest of the code. Also
the file is simply cmds.ini &
When I refer to files, I use the entire file location and save it to a
variable, like var %file C:\Users\folder."

Not sure if I fully understand the request, but if you just need to
display certain messages when custom, editable commands are ran, then
try out SupyBot with the alias plugin. It's been a long time since I
have run it, but I remember it handling that sort of thing very well.
It also has an array of other features that you might find useful.
