Someone I am talking to created a channel, then exited out and lost
his OP status and it will not let him get it back (he is trying to
register the channel). Is there a way to fix this issue?

Get everyone else to leave the channel and then rejoin it. The first
person to join an empty, unregistered channel gets OP

Worked. Thank you.
