Does anyone know of a php bot that would send an email whenever a
certain person says something in irc?

Then just mb_strpos() for the string you want and mail() that sucker.

So, i know nothing about irc bots or php. do you have a certain irc
bot you recommend ( any programming language ) that would do what im
looking for?

You can write IRC bots easily in any language. Try Python, you could
use supybot as a base and just write an extension to that.

Here's a shameless plug for my modular IRC bot,
[Kurea](https://github.com/kellyirc/kurea). It's written in
CoffeeScript and it's very easy to add new modules.
