Can anyone tell me why I can't connect to users for downloads?

So I'm relatively new to IRC and would like to use it for sharing
ebooks. However I can't seem to connect to users to download lists or
files. I posted a screenshot. Does anyone have any ideas on what I'm
doing wrong?
