Creating IRC client; question on sending textual messages

The IRC Protocol Manifesto is very clear about how to form various
messages for user commands, client/server commands, etc., but I can't
find where it actually explicitly states how to actually send a
textual message from a user to an IRC channel. I thought that maybe it
would just read

    :user Message to send

But that's a guess. Insight?
