Of all sites like that, pastebin.com is probably the worst. Please
consider using another service (like [pastie.org](http://pastie.org)).

A couple of quick things I noticed:

In install.py you can remove the getpass dependency and get the path
to .bashrc in a way that doesn't require string concatenation with:
    os.path.expanduser("~/.bashrc")

in pastebin.py line 40,
    if len(sys.argv)==1:
it would be better to have this check as
    if len(sys.argv) != 2:
So that it will only accept a single argument. Currently all arguments
but the first one will be silently ignored.

Also in pastebin.py, validate() can be replaced with a call to
[this](http://docs.python.org/library/stdtypes.html#dict.get) function
So, line 35
    format=validate(format)
could be replaced with
    format = formats.known_formats.get(format,"plain")
