In org mode, can I include a file (`#+include: "./file.org"`) with the
included file's title (`#+title: Included File Title`) as a heading?

I should note, I am targeting latex export.

I have tried all the \`#+include\` related setting from the manual. I
just want it to treat the title as a heading.

I feel like I should check the include documentation for what
modifiers are available, though I'm not exactly sure how to do so.
