Taken from the readme:

This package provides comments similar to the built-in commands of the
newcomment package (e.g. comment-line and comment-dwim). The
difference is that the behavior of this package’s commands change
depending on the number of universal arguments provided. Additionally,
the commands have useful appended text (namely, todo keywords and a
timestamp).
