EDIT: I'm running org 9.4.4 that was installed with emacs. This seems
to be a bug that was fixed in the latest version of org, currently
9.5.2. It very likely fixed it, but I'll update this post after I
install and test for myself.

The contents of the headline below is commented out. But it's still
showing up in my agenda. Is there a way to comment out example so it
doesn't get parsed by agenda?

    * Example Headlines
    #+begin_example
,I recommend you to create a routine.org file that will contain
the following elements:
    ,
    ,#+TITLE: Routine: Daily tasks
    ,
    ,* Every day
    ,
    ,** TODO Have a breakfast
:@routine:
    ,SCHEDULED: <2018-11-21 Wed 08:00 .+1d>
    ,:STYLE: habit
    ,:LAST_REPEAT: [2018-11-20 Tue 15:50]
    ,:END:
    ,
    ,** TODO Have meds
:@routine:
    ,SCHEDULED: <2018-11-21 Wed 09:00 .+1d>
    ,:PROPERTIES:
    ,:STYLE: habit
    ,:LAST_REPEAT: [2018-11-20 Tue 15:50]
    ,:END:
    ,
    ,** TODO Have a lunch
:@routine:
    ,SCHEDULED: <2018-11-21 Wed 12:00 .+1d>
    ,:PROPERTIES:
    ,:STYLE: habit
    ,:LAST_REPEAT: [2018-11-20 Tue 15:50]
    ,:END:
    ,
,Don't forget to add org-habit in your org-modules:
    ,
    ,(use-package org
    , :ensure nil
    , :custom (org-modules '(org-habit)))
    #+end_example

You may try to update Org mode.

Looks like it, thanks! It's a bug that's fixed. I'll work around it
until I update. I've updated my post to reflect your answer.

The bug should be already fixed on ELPA. You don't need to wait until
next release, unless you prefer using built-in Org mode version
shipped with Emacs.
