I need to create a rudimentary BBS for an ARG. The users should be
able to connect with a preset username and password, and download the
required file. What's the best way to create a minimal system like
this?

Just install Mystic. Very quick and easy install process and the file
sharing stuff is pretty much good to go out of the box. I believe the
same is true for Synchronet too.
