I'm using Windows 10, but what I'm saying is that I have no idea of
setting up the telnet system, like how to have the address and that
type of things.

Run install.exe to install Mystic BBS.  Once it is installed you
should create your BBS account.  You can do that my switching to the
directory you installed Mystic into and typing "mystic" to log into
the BBS.  Once you have created your user account, log out.  Type "mis
server" to start the servers.  That is all you have to do to set up a
telnet BBS.  It should only take a couple of minutes.

Chances are though that you have to open up the telnet port on your
router though, and I cannot help with that since I don't know anything
about your Internet service.

Another good thing to do is to run "mystic -cfg" and go into the user
editor and upgrade your BBS account to SysOp level.
