Help with configuring fTelnet & fTelnetProxy on Server 2012 / 2016

Has anyone here ever setup fTelnetProxy on a Server 2012 or 2016
edition of Windows before?   I have tried and tried to get Websockets
working on these OS's with no Luck so far.

I've been able to do this with Server 2003 with no problems but I need
to upgrade my server to support TLS v1.2 and v1.3 and the only way is
to use a newer OS.
