If you already have modems, why don't you buy some cheap PBX? Used
ones are sold over here by weight.

You can use windows software called tcpser. Set up a null modem cable
to the windows box and then use tcpser to telnet out.
Hardware devices exist that do the same thing. One guy I know uses a
Lantronix device, but don't know any details about it. Others online
have used a raspberry pi as well. There are a lot of very good and
cheap ways to do it without using a phone line.

Not many BBSs are connected to landlines these days and the joy of
telnet is that you're not restricted to your local calling area. :)
