Common Lisp was an attempt consolidate features available in multiple dialects but with slightly differing syntax or semantics. The 'cl package makes it possible to write (carefully) files which will run both in emacs and any common lisp implementation. I do this a lot, which is why I invoke it as 'loop instead of 'cl-loop. I also frequently find myself writing a loop-based implementation of some builtin function (even if it is somewhat more verbose) because 1) understanding the resulting code doesn't require being completely familiar with the builtin function and 2) mixing in application-specific (i.e. non-general) functionality is extremely easy (and obvious).
