Default Folder for Load Icon in Project Options

Currently when using the Load Icon in the Project Options the default
folder for loading the icon is not set to the folder of the project or
application.
(As result folder navigation needs to occur to load an icon that I
have in the folder where I have my project files.)

Please advise if this is the intended behavior.

If its the last folder used to open an icon or image then yes it is as
designed.
